I think Be’lal was reincarnated without Moridin knowing so the Dark One could have at least one of the Forsaken outside of his main man’s control, and to keep his champion from getting over confident.
Wait! He was killed by Balefire. True Moiraine did kill him with balefire, but her comments in the Fires of Heaven, Gateways, indicate she can only burn away a little bit. “The strongest I can manage will remove only a few seconds from the Pattern."
Couple this with Jordan’s comment about the Dark One and Balefire
“There are definitely time constraints on the Dark One's power to transmigrate a soul. The soul doesn't have to be secured immediately - that is, the Dark One doesn't have to be ready to snatch the soul at the instant of death - but the longer that passes after the death, the less chance that the Dark One will be able to secure the soul. Someone who has been killed with balefire in actuality died before the apparent time of his or her death, and thus the window of opportunity for the Dark One to secure that soul for transmigration is gone before the Dark One can know that the soul must be secured unless the amount of balefire used is very small. Remember that the more balefire is used, the further back the target's thread is burned out of the pattern.”
Tor Question of the Week, Week 3
Moiraine used a small amount of balefire compared to Rand, and only managed a few seconds. A suitable window if any such does exist with balefire for the Dark One.
Now have we seen Be’lal? Twice. Once from Slayer and another time indirectly in Knife of Dreams.
The first time is from Slayer’s PoV.
“"A pity," the man said, and the voice seemed to melt in Luc's ears. He would not be able to recognize it if he heard it without the disguise. The man had to be one of the Chosen. Few save the Chosen knew how to reach him, and none of the men among those few could channel, or would have dared trying to command him. His services were always begged, except by the Great Lord himself, and more recently by the Chosen, but none of the Chosen Luc had met had ever taken such precautions as this. "Do you want me to try again?" Luc asked. "Perhaps. When I tell you. Not before. Remember, not a word of this to anyone." "As you command," Luc replied, bowing, but the man was already making a gateway, a hole that opened into a snowy forest glade. He was gone before Luc straightened.” WsH, Out of Thin Air
Now why do I say this is Be’lal? Why would the Forsaken not just come out and show Slayer who they are unless they wish to remain hidden. Demandred and Moridin come outright and tell Kisman to murder Rand outright, and so does Taim echoing the orders of the other Forsaken.
When Rand holes up in Tear through Crossroads of Twilight, and Knife of Dreams he is sitting in territory that Be’lal had marked for himself in The Dragon Reborn before he was killed. With Moiraine dead as far as he is concerned he has only one target left for his vendetta, Rand, and thus he uses his rival Sammael as a disguise to order the Myrddraal. Something only one of the Chosen can do.
Remember he was a general during the War of the Power and known as the Netweaver. He would be one of the few Forsaken to use outright military force to solve a problem. The other candidates being Demandred and Semirhage, but I cannot see her risking her own plans to capture Rand despite their failure.
In conclusion the Dark One needed another general, strong in the Power, working to keep Moridin from getting too powerful and threatening the Dark One’s position. I cannot imagine the Dark One liking anyone claiming to be him, and Ishamael did this repeatedly. Reincarnating Be’lal was the only choice the Dark One had at the time unless he resurrected Asmodean, due to Rhavin being beyond his reach, and then that would be an act of desperation and Asmodean would probably be fitted with a mindtrap making him only another tool of Moridin’s like Cyndane and Moghidien.
So who is Be’lal? Mazrim Taim. Oh no! Not another Taimendred theory. He is either Taim, or ordering him around. Why else would Demandred waste the time to order Taim and Kisman when Taim could relay the orders just as well?
I think when Tarmon Gai’don comes Moridin and some other of the Forsaken may be in for a nasty surprise and so won’t the light when they have to confront Demandred and Be’lal’s armies.
